OpenSS7 today announced the 0.1.0b release of SS7 Codecs.

(Plano, Texas -- Oct 19, 2000)   OpenSS7 anounces rerelease of the C++ SS7 Codecs. Sorry, I mistakenly imported some errors when attaching headers to the files in that previous tar-ball. The offending lines are '#include "head.h"' Those can just be removed or you can download this copy.
